This could have been avoided if xmltex did not depend on tetex-base, a
package which provides no functionality (or at least hardly any
functionality for anything that exists/existed in Debian, except
tetex-bin).

That's the clean way to solve it; the fast way would be to just drop the
dependency on tetex-base (and lower the severity of this bug to
important; tetex-bin is meant as a transitional package for users, not
as a dependency package).
