Hi.
The man page for xmlwf(1) states:
BUGS
According to the W3C standard, an XML file without a declaration at
the beginning is not considered well-formed. However, xmlwf allows
this to pass.
however this is false. There is no well-formedness constraint in XML
that requires the XML declaration.
