[xml/sgml-pkgs] Bug#422328: /usr/bin/xmlto: line 164: getopt: command not found

In building Sugar from One Laptop Per Child
(http://dev.laptop.org/Sugar_on_Debian) I am unable to build dbus
because of a failure in xmlto.

sugar-jhbuild buildone dbus

Make gives the following message:

/usr/bin/xmlto html-nochunks dbus-specification.xml
/usr/bin/xmlto: line 164: getopt: command not found

xmlto says

GETOPT=getopt # a getopt that supports --longoptions
...
# Process any options
ARGS=$(${GETOPT} \
	--longoptions=help,version,extensions,searchpath:,skip-validation \
	-n xmlto -- x:m:o:p:v "$@")

As far as I can tell, there is no command-line getopt in Debian.
