[xml/sgml-pkgs] Bug#425828: libxslt1.1: do not close tags correctly when dealing with undefined variables

While this report is generated on a system with version 1.1.15-2 installed, I have only
seen the bug in version 1.1.19-1.

This construct worked on 1.1.15-2
<h3><xsl:value-of select="/rapport_redovisning/redovisning/namn" /></h3>
Even if the variabel was undefined, an empty tag like this <h3></h3> was created.

In 1.1.19-1, however
only <h3 /> is the result, which renders bad by browsers.

The attached files where processed using xsltproc. good.xml was output when using
1.1.15-2, bad.xml with 1.1.19-1
