[xml/sgml-pkgs] Bug#461766: please add elinks to dependencies

Current version of docbook-utils depends on "lynx | links | w3m" which 
force "elinks" users to install one of them due to fact that newest 
version of "elinks" do not provide "links".

Solution would be making docbook-utils also depend on "elinks" as an 
option - of course when it is possible.
