[xml/sgml-pkgs] Bug#522669: libxml2 overrides per-parser structured error handler

This version of libxml2 contains a bug where, on a structural error, it
doesn't call the per-SAX error handler if a global structured error handler
is defined.

This has been reported and a patch accepted upstream [1] and seems to have
caused a crash in Pidgin [2] due to what looks like something in newer
gstreamer0.10-plugins-bad setting such a global handler, which crashes
because it can't deal with Pidgin's error.
