Hello,
When I create a man page using template:
/usr/share/debhelper/dh_make/debian/manpage.xml.ex
from dh-make package
and following command to render XML to man format:

xsltproc --nonet --param man.charmap.use.subset "0" \
         --param make.year.ranges "1" \
	 --param make.single.year.ranges "1" \
	 /usr/share/xml/docbook/stylesheet/nwalsh/manpages/docbook.xsl \
	 man.xml

I receive following result:

I am using following version of software: 

ii  dh-make        0.48           tool that converts source archives into Debi
ii  docbook-xsl    1.75.1+dfsg-1  stylesheets for processing DocBook XML files
ii  xsltproc       1.1.24-2       XSLT command line processor
