I can't find any indication in sgml-base 1.26 that update-catalog is
deprecated. The above is apparently a version from experimental.

Since it seems buggy with the uninitialized value, I am going to reassign this
bug over there, and when they're ready for a transition to the new program I
assume they'll come up with a transition plan, and it can be implemented in
debhelper then.
