Except libxml2 is not libxml, libxml exist(ed), and some (old) software
build against libxml. Which means they would fail to build with such a
symlink, and vice versa if libxml2-using software were built using
libxml.pc from libxml.

IOW, there are good reasons this policy can't be applied everywhere, and
a good reason for this policy not to be applied on libxml2
