I don't appreciate that this bug was raised in severity and reassigned
to debhelper with --

a) No analysis to indicate that debhelper is at fault.
b) No explaination of how debhelper's /usr/local code, which is a direct
   copy from debian policy, could possibly fail on a read-only /usr/local.
d) Not even an error message to go on, so no clear indication that there
   is a policy violation at all. In particular, policy does not say that
   packages cannot fail to install when /usr/local is on a NFS mount
   that cannot be accessed due to some local configuration or network
   problem.
