[xml/sgml-pkgs] merging w3c-dtd-xhtml and w3c-sml-lib: ten days to object or find issues

w3c-sgml-lib provides/conflicts w3c-dtd-xhtml, and w3c-markup-validator
depends on both packages, so this happens:
