[xml/sgml-pkgs] Bug#683197: xmlto: incorrect formatting of large footnote (body and footnote overlap)

I've investigated a bit more, and concluded that the problem is with
the fop processor, not in xmlto.  The fo code include the footnote
content as it should, and when I process the .fo file using fop, the
resulting PDF have the overlapping text.

Attaching the .fo file I used to test this, and reassigning this bug
to fop.

The problem also happen in Sid, with version 1:1.0.dfsg2-6.

Could this be the same problem reported in

This issue make fop useless for making the PDF version of the Free
Culture book. :(
