Samuel,
	I have tried your suggestions . They have not improved matters at for
nsgmls and have broken w3c-markup-validator. Still I feel a lot more
comfortable trying to work out why something is broken than follow the
Debian  SGML/XML policy. So there is progress.

Still there is something bigger I do not really understand. All
w3c-sgml-lib is trying to do is make the package of definitions from the
W3c available in Debian. W3C is surely the key provider of this data. So
why did I have to do it. And having done it why did it take so long for
people to find these issues. And why has noone bothered porting the few
applications that used w3c-dtd-xhtml to it?
