Justification: Policy 3.5

The dependency on xml-core has been dropped in version 3.3.1.0-2
(though nothing is said about that in the ChangeLog). It should be
re-added, otherwise the DTD isn't referenced in the XML catalog.

This bug is similar to bug 637394 of w3-dtd-mathml.
