[xml/sgml-pkgs] libxslt converted to format 3 (quilt)

Hi guys, I have converted libxslt to format 3 (quilt) just now, and
pushed it to branch
wzssyqa/format-3

In it, patches are managed by gbp-pq;
configure and Makefile.in are regenerated by dh-autoreconf

Thanks for your to test it.
If it works for you, it should be good idea to merge it into master.
