[xml/sgml-pkgs] Bug#718982: docbook2x cannot be installed anymore

I don't have an opinion, but I would like to switch to debhelper too, unfortunately I don't know how to do it, do you have any sort of guide?

Since this bug is pretty serious (at least to me)
I'm planning to fix bugs in a future upload, if possible
