That version isn't in any Debian release. More specifically, it's not 
the version that's in wheezy, which you said you were upgrading from.

Really?

$ egrep -ir update-xmlcatalog sgml-base-1.26+nmu4/
sgml-base-1.26+nmu4/debian/README.Debian:just as update-xmlcatalog(8) in 
the xml-core package is the standard
$

For completeness, I grabbed 1.26+nmu3 from snapshot. That package also 
contains no mentions of update-xmlcatalog other than the one line of 
documentation above.
