[xml/sgml-pkgs] Bug#808372: libxml2 missing current upstream changelog

Hi,

while investigating which change in libxml2 caused the xml regression
in postgresql-9.4 (#808325) I noticed that libxml2 has problems with
the upstream changelogs:

/usr/share/doc/libxml2/changelog.gz lists only changes from 1998 to
2009.

/usr/share/doc/libxml2/NEWS.gz is missing the 2.9.3 changes.

Please consider moving changelog.gz to changelog.old.gz, and providing
the uptodate NEWS.gz contents in changelog.gz. (Policy 12.7)
