[xml/sgml-pkgs] Bug#776254: libxml2: build with icu support

There are some longstanding issues with chromium when it is linked
against the libxml2 package rather than its internal libxml2 code
copy.

This is because the Debian libxml2 package is compiled without icu
support.  I attach a proposed patch adding that.
