[xml/sgml-pkgs] upload updated xmlto package

Hi Daniel,

 You're the last uploader for xmlto package in Debian, so I'd sent
 this mail.

 I've add epub support for deverlopers-reference package but it has
 a bug with xmlto, as https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=738629
 and want to fix it.

 And also want to fix #694784 via new upstream release 0.26.
 Here's a changelog.


 xmlto (0.0.26-0.1) unstable; urgency=low

  * Non-maintainer upload.
  * New upstream release
    - fix "xmlto: ePUB does not include a css file" (Closes: #694784)
  * debian/patches
    - add fix-mimetype-in-epub.patch (Closes: #738629)
    - drop getopt_noextensions_fix.patch: merged upstream
    - drop 652974_local_only_in_function.patch: merged upstream
