I haven't done much documentation lately. But I use GROFF for writing
manual pages for Debian packages. Even with basic *ROFF knowledge, this
is done easily - wrote a blog article about it once [1]. For larger
documents I'd use TeX.

That should be perfectly fine (also moving to GIT/$whateverVCS inside
debian-xml-sgml). JFTR: I also think, we might still have a chair in the
OASIS consortium(???).
