[xml/sgml-pkgs] Bug#833496: Prevents gbp from building after change to onsglms

Hi,
since the above version git-buildpackage fails to build it's
documentation with:

  docbook2man -o buildxref man.gbp.sgml
  Using catalogs: /etc/sgml/catalog
  Using stylesheet: /usr/share/docbook-utils/docbook-utils.dsl#print
  Working on: /build/git-buildpackage-0.8.2/docs/man.gbp.sgml
  /usr/share/docbook-utils/backends/man: 10: /usr/share/docbook-utils/backends/man: nsgmls: not found
  Done.

This is due to nsglms not being found. I see in the changelog:

      * doc/man/Makefile.am: Change nsgmls -> onsgmls

Why was that done? Do users of docbook-utils need to change something?
If so does this need a NEWS entry? Or is docbook2man just not invoking
osgmlns correctly?
