[xml/sgml-pkgs] Bug#832642: docbook2x: Please remove dependency on obsolete sp package

The sp package is obsolete and will be removed from Debian.  Please
remove the dependency on sp from docbook2x.  Since docbook2x already has
an alternate dependency on opensp (the replacement for sp), no other
changes are needed.
