[xml/sgml-pkgs] Bug#826194: libxml2: Latest maintainer version not available in Vcs-Git

The current version of libxml2 is 2.9.3+dfsg1, but the repository declared
in Vcs-Git doesn't appear to contain complete packaging for that version;
everything is there except the changelog entry and the upstream/2.9.3+dfsg1
tag (a tag named upstream/2.9.3+dfsg1.orig does exist, though).

I've done a simplistic import of the missing versions into

    ssh://git.debian.org/git/users/smcv/libxml2.git

which you might find useful. I've also added the missing tag in that
repository.
