And I can't reproduce it.

the staff group exists since before I was born, and I'd expect to find
it in any system (it's installed by base-passwd).
If I read that error right it's complaining about that, right?

Anyhow, that postinst snipped is installed by dh_usrlocal as provided by
debhelper, so reassigning.
