[xml/sgml-pkgs] Bug#834714: libxslt1-dev: arch-dependent file in "Multi-Arch: same" package

Hi everyone,

Following further testing and advice, it turns out that libxslt1-dev's pkgconfig file 
does not need to be updated, as /usr/include and /usr/include/<triplet>
are part of the search path on Debian.

So, I'm attaching a new patch taking this into account.

Changelog:
Move xsltconfig.h to an arch-specific include directory.
