[xml/sgml-pkgs] Bug#886039: override: libxml2:libs/optional

Since Policy 4.0.1, libraries should not have a priority higher than
'optional'.
libxml2 priority was rised to 'standard' in #507783 because packages
with priority:standard depended on it; whilst that is still being true
policy changed in the meantime as debootstrap and friends don't care
about priority when evaluating whether or not to install libs.
