[xml/sgml-pkgs] Migrating linuxdoc-tools git repo to salsa.debian.org

Hi all,

Just to let you know that I am about to migrate linuxdoc-tools git repo to
salsa.debian.org. Seems that no xml-sgml group is currently available in
salsa.debian.org. So, I intend to add the repo to the common debian group.
let me know if something about that xml-sgml group is on the way.
