This version of epubcheck did not fix the issue:

$ cp /usr/share/doc/debian-policy/policy.epub .
$ cp policy.epub policy
$ file foo*
foo*: cannot open `foo*' (No such file or directory)
$ file po*
policy       policy.epub  
$ file policy*
