On IRC aurel32 suggested to add a "Provides: libxml2" during the
transition to provide a smooth-update path, which is now implemented in
the version in experimental. I understand that will work around the
problem raised above.
I believe that in general we're OK with going this route. I leave the
actual planning to pochu, Sebastinas and ginggs as they handle most
regular transitions.
