[xml/sgml-pkgs] Bug#1071834: libxml2-dev: missing Depends on liblzma-dev (used by pkg-config file)

This is the reason for some/many autopkgtest failures at
https://qa.debian.org/excuses.php?package=libxml2 and also means that 
any package using libxml2-dev without build-depending on anything else 
pulling it liblzma-dev by chance now FTBFS in unstable...
