[xml/sgml-pkgs] libxml2 updates for trixie+1

Hi guys,

looks like the libxml2 14.x series now changed it's soname, so maybe 
finally a better way to update the fossil libxml2 versions?  Is that 
something I could help with, or are you actively planning to work on 
that?  I'll be at DebConf, and maybe at DebCamp, so that would be a 
great place/time to start that work.
