From my understanding of https://bugs.debian.org/600069 , libxml2
needed libicu in order to handle different types of encodings in pieces
of xml. This doesn't sound like a chromium-specific problem; rather,
something that libxml itself needs and a chromium user exposed back in 2015.
I don't know if, in the meantime, libxml has grown the ability to handle
different encodings without relying on libicu. If it hasn't, then no
longer building with libicu seems like it would quietly break things in
various packages that use libxml.. If I'm wrong and this is somehow
only relevant for chromium, please correct me.
