You're right. I committed it and debian/changelog as well.

Good. It's nice to have a success report.

Since it would be really nice to have this locale in Sarge, a high
severity may e helpful ...

PS: I'm no Debian developer and cannot upload a new package.

Even using a new package I'm not sure whether release-notes will use the
new locale. Please note that the build host runs still an old woody
version but maybe it's possible to update this or to manually create
release-notes for web or CDs.
