Which texlive packages are needed?  I tried to build debian-reference
from CVS, it works with tetex, but with texlive I get "TeX capacity
exceeded [max font recursion limit=10]".  After increasing each capacity
in 95NonPath.cnf that looks like it has to do with fonts, I get a
different error:

Which looks really strange.

I am currently waiting for a patched version of texlive-bin to build and
will try with this one.
