[debiandoc-sgml-pkgs] Bug#238003: erroneous or ambiguous output is wrong

These two bugs report actual deficiencies in the output.
In #238003, the problem is that the output is ambiguous. I'm sorry to
say that I don't think it's good enough to consider this a wishlist
item. The fix is to use whatever mechanisms TeX has to escape the
multiple hyphens so that they appear in a consistent manner.
In #285885, the problem si that the output is actually wrong. I think
this is quite serious. The fix is to use whatever mechanisms TeX has
to ensure that the desired glyph appears on the user's screen or in
their printout.
It is part of the job of a processing system like debiandoc-sgml to
use the typesetter's escaping tags directives, or whatever other
facilities it provides, to make the output be the proper
representation of the input.
