Ah, yes, that's it. I think it's the only place in Policy where there's a
footnote inside a <p> tag that's directly inside a <chapter> and not
contained in a <section>. The <hr> is probably supposed to be the <hr>
between the chapter heading and the paragraph and got transplanted into
the footnotes, since other chapters with <p> tags directly inside the
<chapter> have a leading <hr> before that paragraph.
