[debiandoc-sgml-pkgs] Bug#402780: debian-policy HTML "next" loops

Hi,

debiandoc-sgml generated HTML pages loop when clicking "next".

Basically, this was design feature ardo liked and I feel no need to
change.  (It can be made switchable ...)

No more such feature enhancement without popular demands and without patch.

(Manoj does not seem to request me nor other people now.)

I will likely to mark this wontfix soon.
