Severity: important
When using this tool in UTF-8 and want to have contentnegotiation with
-c, its extenstion is like index.fr.UTF-8.html or index.fr_FR.UTF-8.html.
Its default should be index.fr.html if "-l fr.UTF-8".
It can be made switchable but that may not be important.
I think having Alias.pm to allow hr.UTF-8 was not enough.
