Psicode ships it in-tree, we'd only need it for mpqc.

I'm not quite sure about the whole thing, as it's really three
libraries, libint, libderiv and libr12, so not sure they should really
go into one library package (but then, the upstream build system does
not seem to be able to differentiate between the three)

Maybe it is best to only ship libint-dev for now, and let mpqc link to
it statically?  That's basically what happens in the psicode case as
well.
