You need a sponsor to upload the package to the archive - only Debian
developers (DDs) and Debian maintainers (DMs) are allowed to upload a
package. But the latter are not allowed to sponsor an upload. So you
need a Debian developer like Michael and I guess, he will build and
upload if you say, the package is ready. Maybe you should start a new
thread with the subject "RFS: cclib" (compare to debian-mentors) so
Michael won't miss.
