In Ubuntu, the attached patch was applied to achieve the following:

There are some legacy plugin directories, but /usr/lib/mozilla seems to be the proper place for plugins now.
Patch credit to Chris Coulson.

    * Don't use the legacy /usr/lib/{xulrunner,xulrunner-addons} locations
      for installing the browser plugin. Put it in /usr/lib/mozilla instead
      - update debian/gcu-plugin.install
      - remove debian/gcu-plugin.links
