Well, aces3_3.0.8 was never built on arm64, so I don't consider this
to be an RC bug.

I noticed.  The work-around on armhf (adding -ffunction-sections to the
Fortran compiler flags) did not work on arm64.  I've since tried to add
-fdata-sections and passing -Wl,--gc-sections to the linker, to no
avail.

So if the arm64 porters have further suggestions to try (or even
patches), I am all ears.
