To me, this looks like the build environment Andreas (and also the
Debian autobuilders) use sets the locale to "C" (i.e. ASCII) and ASE
uses a locale-specific encoding table, however, the test tries to feed
some non-ASCII character (starting with 0xe2) to it, hence the error.

So running that test with LANG=C might trigger it.

Then again, I have not looked at the source at all.
