Filing a bug for the record, since a fix may be slightly delayed by the ongoing
openmpi transition.

gromacs FTBFS in the build-manual target with doxygen 1.8.11; it's fine with
1.8.9.  Upstream targets 1.8.5 (!).  This applies to both gromacs 5.1.1 and the
as-yet-unpackaged 5.1.2.
