You need Breaks/Replaces with the version of "your" libga-dev if the 
new package installs any file at the same location as "your" libga-dev.
Otherwise someone using piuparts might send you an RC bug regarding
that.

Please do not Provide libga-dev, this is owned by the "other" package.
