[Debichem-devel] Debian packaging for votca-csg + GROMACS 2018

There is a chance that votca-csg will work with other versions of
votca-tools, but the safest is to have votca-csg depend on the same
version of votca-tools.
That is what we do in Fedora/OpenSuse and Spack as well.
