I've removed this file from the original tarball and made it a +dfsg as
it is not needed for operation.

I've added those to debian/copyright and notified upstream cause I guess
the Psi4 developers might want to transfer copyright over to the rest of
the qcelemental copyright. They're the same people after all.

I've uploaded qcelemental_0.5.0+dfsg-1 for your consideration now.
