I took a bit of time to investigate and hopefully fix this issue. The
results are:
- https://github.com/openbabel/openbabel/pull/2315 for fixing the CMake
  configuration files upstream (they needed a bit of massaging)
- https://salsa.debian.org/debichem-team/openbabel/-/merge_requests/5
  to fix the library directory in Debian builds
