[Debichem-devel] Attempt to upgrade toppic

Hi Filippo,

since we upgraded htslib I was trying to rebuild every reverse
dependency just to be sure.  In case of toppic I was hoping to do you a
favour and take over the upgrade to the latest upstream version.  I've
also added CI which now simplifys explaining what went wrong with the
build:

I hope you can come up with a solution - if not please let me know
and I try to finish what I've started.
